How to patch a MSX ROM? - msx roms sets how to patch a msx-rom

I want to play rom of Metal Gear for MSX. But the game is japanese.There this site, which carried out a patch for the game in English, but I do not know what a ROM patch.   1. Well, I have allowed myself to download the patch to see what it is and that is in the readme file that goes with it:

    1. The patch requires the use of an IPS patch
    Utility. IPS.exe is now available
    in the network. Personally, I use LunarIPS.
    Both are available in the public service
    zophar.net section.

    2. You need a metal dumped correctly Japanese
    Gear for the MSX-ROM. If you have a cartridge
